Default Voltage is dropping in my 4th gen VTEC?

As soon as the car warms up the voltage starts acting up whenever the car is moving. It would drop to about 12v from 14v and causes hesitation. It doesn't do it when the car is not moving but as soon as it starts moving the voltage starts acting up. While driving as soon as I release the gas pedal the the voltage jumps up, I press the gas pedal and it goes down to 12v. During really hot weather it barely stays at 14v and this causes very bad hesitations. The weird thing is the voltage doesn't fluctuate when I turn the lights on but the hesitation is still there.

I've relplaced the alternator and the problem is still there. Very noticable from 3k to 4k rpm. I've checked the plugs and noticed they have white tips which indicates it is running lean. Is the fuel pump going bad or is there some other electrical problem? I did not do anything electricaly wise to the car.

I have new cap, rotor, distributor, plug wires and spark plugs. Are you saying ignition is what's causing voltage fluctuation?
