Power steering removal ....... legal ??
it should, search online for the VA registry of motor vehicles website and you'll get some phone number to call. or just stop by an inspection garage and ask.
power steering isn't considered a safety feature, so I don;t think they'd care if you removed it.

i took my PS belt off on my SH. its really not that bad. it sucks for parking lot situations eg: if i had to avoid someone in a parking lot, aint gonna happen. Also, i could see where it would slow you down quite some bit on tight auto X courses without it.
i have an h22a in a 4 door 93 accord, 1) its not bad at all and i like it much better without powersteering, as long as you are moving even a little bit, you'll have no problem turning the wheel, if you are still, then just dont ask your 12 year old sister to try turning it, 2) here in california, ive taken my car to the REF (aka inspection/smog ****) and nothing has ever been said about lack of powersteering, gutted interior, or that my airbag is missing and theres a giant hole in the front of the steering wheel, but PA may be different....
