There are three reasons:
1) To prevent chips and pits (although I find this to be just as likely on the street)
2) To limit debri on the track in the event of an accident (hmm, if that happens, I think there just might be worse things on the track than little bits of plastic)
3) To make ricers feel cool

Dude, glass is just clear gravel. It won't do anything to race tires.
I'd rather drive through a bunch of little shards then hit a big hunk all taped together.
It is a vanity thing, not a safety thing. Much like the big X's taped on the windows in London during WWII: it was for a perception of safety and preparedness rather than actual safety. Made people feel warm and fuzzy that they are doing their part.
Besides, the lenses on that Integra are plastic.
I'd rather drive through a bunch of little shards then hit a big hunk all taped together.

Regardless of what it will or will not do to a tire, its not safe. A big hunk all taped together is safer due to the fact that you can see it. Were not the only ones on these tracks, there are also karts and bikes, and I know those guys dont want to go sliding across a bunch of pieces of "clear gravel".
