rpm drops

i usualy shift gears around 3000 rpm but everytime i shift gears da rpm drops back down to 1000 rpm n car hesitates n chokes alot anyone know whats wrong and what i can do?

shift at a higher rpm
like around 4k so it drops down around 2k
