I just so happen to have an 5sp '87 Civic wagon.
Mine is 4wd though. And all the 84-87 wagons were 1.5 liter.
When it was stock, I would flail the living tar out of it around town and cruise around 75 on the freeway. I would consistently get 30-35mpg.
