Valve adjustment seems tight already, need help!

I'm doing a valve adjustment right now and cyc #1 seems to be very tight, I had to loosen it up just to fit .007 inch. Should I fix it or just leave it alone? Does valve get tight over time???

is that cylinder at TDC? and yeah, the point of doing a valve adjustment is that they do go out of spec over time.
