How will a final drive (4.64) affect California smog testing?

At 15 and 25 mph, the rpm will spin faster/higher than usual...

How will this factor affect readings of hydrocarbon, NOx, etc.

good question, but it should run cleaner, if you've noticed that the 15mph test is generally higher in carbon and nox than the 25mph pull

i found my test results and the car did run cleaner at the higher speed/rpm.
