the standard offset for an accord is +40 to +45. you won't visually be able to tell a difference, and in the overall scheme of things its irrelevant. there's nothing aggressive about those offsets for a 1990-1993 accord.
as far as the tires... if it's a 15 inch wheel, more than likely it's a 195/60 and if it's a 16 inch wheel, more than likely it's a 215/60. could it be something else, sure. but there aren't that many different tire sizes that people tend to run on 1990-1993 accords.

Looks liek a 50 series sidewall to me. Looks the same as mine but on a 5th gen. Fromt the way they look it seems like its a +45, but the difference between +45 and +40 is negligable, only half a cm.
