I am guessing he means he can't rev all the gears out to redline.

Why would you want to rev the H23 that high anyway? You are just buzzing the engine and ruining it.

Okay, first of all it's not your transmission. It's your ECU. The H23a transmission is fine, I've taken my Lude Si up to 7500 before.

But back to the question: What ECU are you running?

H22 - Low oil = no VTEC = lower rev limit
H23 - Never had VTEC = doesn't care about oil unless there's none at all = oil light

Does your check engine light come on?

right..........seeing as a h23 loses power at around 5700ish rpm.

and the fact the stock tach is really off at that high. you don't need to rev your h23 that high nor will it benefit you in anyway.

If it ain't broke, don't fix it. (Original transmission, with a 6 puck clutch) Gearing is fine, I top out 4th gear @ 7500 through the traps on 26" slicks.
