My car wont start, Engine doesn't even turn over PLEASE HELP

Well, I have a 1999 Honda Accord EX 4 cyl. Automatic and the thing doesn't want to start. When I turn the key the engine doesn't even turn over. I had the starter bench tested and it's fine. Battery is putting out 12.6 volts and is holding a charge. All wiring looks fine. I'm completely stumped, please help!!!!
Can you hear the starter motor buzzing while it's in start position? Prolly easier to get someone to turn ignition and look under the hood and get as close to the starter as you can and listen for it.
If it IS buzzing but not turning you either have a bad starter or a locked up engine. You can probably access the crank pulley bolt through a hole in the wheel well. Put e-brake on, tranny in neutral and see if you can turn the motor over at least 1.5-2 revolutions CLOCKWISE at the crank pulley bolt.
If it is NOT buzzing then you probably have a bad starter solenoid or blown fuse, not an expert on that particular engine so I don't know what else it may be as far as solenoid, fuses, relays go for the starter.
Make sure your battery is good, do all your guages light up and all?

Yes, the starter is good, I just had it bench tested. No, I can't hear it buzzing, in fact all I hear when I turn the key is the fuel injection priming the engine. I can't find a relay and no one else can point me in the right direction.
Double check your ground and power wires going to the starter and solenoid. If you can reach it, use a multimeter to check power at the starter solenoid + terminal when the ignition is in the start position. Sometimes solenoids can be touchy and quit working one day to the next. Check continuity and resistance between the solenoid ground and battery negative. The starter should be grounded well through the engine so that shouldn't be it. I wish I was at the shop and in front of Mitchel software, then i could tell you everything about the whole starter circuit.
