State Ref. TICKET lucky me got one!!!!! could I sale the car and not have to pay the ticket?

Whats the best way to deal with this problem? I just got a ref. ticket, I didnt have a front plate so gave him a reason for a stop. Long story short, pop hood, got ticket.
It says fixable on the ticket but should I ref. it or pay it off?
how much would it cost to pay off.
Everything is fine in the engine bay but the harness that connects to the ecu and goes out to connect to the motor has 2 extra plugs....
I heard refs. dont like things that are not pluged in.
Its a 92 civic with a 0b2 gsr motor.
also vtec is not wired in the harness so would they care about 2 wires i ran myself for vtec or does it have to be wired in the harness? Thanks guys
