Alternative to a Catalitic Converter

I've remember hearing about an alternative to one that boosts your HP a little but I can't remember what it's called

+1 if you get pulled over you can get a ticket for smog, just get a high flow cat instead, but make sure its not an ebay one since those are just test pipes
