Default Removing power steering

My 99 Si civic power steering hose near the rack is leaking. Can I just loop the hoses going to the rack and remove my power steering pump and belt? I did a search and some dude mentioned that the rack might lock up and get damaged. Would replacing the hose be a better idea?

Hoses are pretty cheap. I'd say replace it.
