Extended top-hats...who makes them?

Extended top-hats...who makes them?
I want to put new struts on my car, but not before I get some extended top hats so I don't blow them out immediately after. I know a couple of guys here on H-T used to make them for a decent price, but I can't find them anymore. I need mine extended like an inch. I would make them myself but I don't have the schedule right now to do so.
Who makes them? Ground Control?
What exactly are these things called. I just call them extended top hats because that's what people were calling them around here like a year ago or so.
