Steering wheel spins....

My steering wheel spins when the key is not in the ignition. I know it's supoesd to lock at a certain point and not spin any further. What's up? I don't think the car has ever been broken into....what's going on? Do i need to replace the whole steering collum or what? Any ideas?
TAKE THE STEERING WHEEL COVERS OF TO SEE IF ANY DAMAGE AROUND THE COLUMN AND IGNITION SWITCH. MIGHT HAVE TO REPLACE THE IGNITION SWITCH OR COLUMN. START WITHE THE IGNITION SWITCH DUE THE IGNITION SWITCH MECH. HAS THE LOCK WHICH LOCKS IN TO THE COLUMN
