Default need help. dx to obd1 d16z6 swap (only injectors 1 and 3 working)

I just finished swaping in a obd1 d16z6 using rywires dx to obd1 d16z6 harness, chipped p28 made to work with 550 cc injectors, and 550cc injectors. Everything went smoothly all connections are plugged in, engine fired up first try; but, it only will rev to ~4000rpms. I've been checking everything out today and noticed I only feel/hear injectors 1 and 3 firing. PLEASE HELP!

nevermind, it sounds like all 4 are firing and the idle is fairly solid
but...
it still only goes to 4000rpms

thanks, unfortunetly I don't have another obd1 dizzy. I figured since it was brand new that I wouldn't have a problem.

I also have a code 21.

I forgot I ordered the chipped ecu w/ a 4000rpm 2step option. DUH! The car is still on jackstands and Ive been trying everything in neutral. So, I put the car in 2nd gear and bam... 7500rpm.
