You knuckle-heads have brake pads on the raised portion of the disc?

The focus of the picture is clearly the friction surface, not the hat - you knuckle-head!

I painted the raised portion of mine silver (I'm a ricer I know) just before thanksgiving and they still look pretty good.

Yes, the pads will clean the rust off the friction surface of the rotors. And that will happen a lot faster on the front rotors than on the rear rotors, which take a while.

It's not easy to see from your photo, but are those grayish lines actual cracks in the rotor, or are they just stains of some sort? Rotors can, and do, develop cracks in them over time (particularly if they go through heat/cool cycles like on the track). If they have cracks that are deep enough to feel with the edge of your fingernail, then the rotors should be replaced.

They are most likely groves worn into the rotor...

No, that's not what I'm talking about. Grooves worn into the rotor are precisely circular (with the center of the rotor as their center). I'm talking about the grayish/tannish curly lines in the photo, which aren't circular at all.

you could jsut get some oem brembo blanks that are coated already ( i think ) so you dont have to worry about rust around the hub and other areas that are not contacted by brake pads

You think wrong. The hats on Brembo blanks will rust if not painted before installation.
