No, they won't. Not even close! And they will make your car accelerate slower, and throw off the speedometer and odometer.
Get the right size tires for your car. On a 1992-1995 Civic, that means:
175/70-13 for 13" wheels
185/60-14 for 14" wheels
195/50-15 for 15" wheels
205/40-16 for 16" wheels
If you want better performance, then concentrate on buying better, stickier tires, not wider tires.
P.S. No one refers to the outer diameter of the tires (for example, "26 inch tires"). People talk about "15 inch tires" when they're talking about the wheel diameter, not the outer diameter of the tire.

I believe he is talking about slicks. that's the only time I can think of when people refer to tires in that way
