Default vehicle will not start on hot days!!

I have presently a 1991 acura integra rs with a 1989 B16 swap in it. Today is a very hot day and once again my car failed to start. this problem is not new, seems to be that on every hot day, it is hard to start, even prior engine swap. Usualy, I give it about 5-10 minutes and it would start as if nothing was wrong but this morning the car would not even hit at wanting to fire. What could possibly be causing this problem??

Apriciate (<--probably not proper spelling) any advice and thank you.

replace the battery and see what it does

The engine turns over fine. Its more like the motor floods it self but after checking the sparkplugs they were dry and were indeed sparking.

Sounds like it has the symptoms of a bad fuel main relay.

OMG thank you so much, thats like THE one thing I didn't think of. If it has gone bad, is it possible to repair it, like you would a DRL relay or am I stuck buying a new one??
