how easy/hard should it be to spin compressor by fingers?

how easy/hard should it be to spin compressor by fingers?
My old ac compressor stop turning on (not the part the belt attaches to, but the compressor). Friend checked the compressor and said it was very tight to turn, compared to his civic.
So i got a used one, and its not so easy to spin either. I notice the pully on it spins very freely, requires some pressure by my hand to turn it. Is it suppose to be tight?
BTW, could/should I spray WD-40 the area in between the compressor and pulley?
