some undiluted car wash or some bug and tar wipes are both good at getting off road tar and grime

Ya, soap and water with a little bit of elbow grease is usually a great place to start. I personally have always used something called "Spray 9" whenever I couldn't get off a touch stain on my rims but that is very seldom. It might help if you post a pic of this so called white gunk left over from winter. The only white stuff that I know that comes from winter is salt and soap/water gets that usually.

Cheers.

I would say get some goo gone or some undiluted car wash soltuion and one of those car wash sponges that takes bugs and tar off and scrub the crap out of it.
If all else fails, scratch it off with your fingernail, I've had to do this with a pair of tailights before which were crusty like that. good luck

I was going to say it looks like a bit of corrosion but I now think it might be a bit of both.
