(Searched) Car just died and the brake seems tighter. Need some advices...

So here is the story:
My gf's 91 prelude dies out as she is leaving the freeway, she comes to a rolling stop on the side. This has happened to her before too. no smoke came out, no wierd idling before it died out. It just died out with nothing wierd happening. The battery is fine as we were able to roll up the power windows. But the ignition won't start over.
Also the foot brake is hard as hell to push in.
Here are the things replaced:
She said the recall change for the ignition was recently brought in to Honda and they fixed it. I recently replaced her alternator as well as timing belts myself so there was no problem with that. Did an oil change recently but couldn't change the oil filter. (needs a new filter bad) Battery changed also recently.
Could it be a loose wire or bad ground and if so does anybody know or have had the same problem where the car just stalls out and the brake is hard as hell to push in?
Funny thing is my Gsr did it back at my house but it was able to start back up but at the same time the Brake doesn't feel normal. It feels tighter and all. I need to have my rotors resurfaced too by the way. And I am gonna end up bringing the car to a Honda to get a maintenance and everything looked at.
Anybody have any similar stories, thoughts, ideas, or advice perhaps?

as far as the brake issue goes, if the engine is not running, there will be no vacuum to the brake booster, so the pedal will be very hard, if your having that problem while the engine is running, you may have a problem with the booster or the vacuum lines to the booster
