Default Problem wiring sound system up

I can't find a constant 12v supply of power for my 1992 honda civic They all seem to be wired to the ignition.
A. what color is it suppose to be
B. how do you wire up a 12v supply of current regardless of ignition status???

What are you tryin to wire up?

Radio-Its plugged into the harness,get a $10 harness from Walmart and your set.
Amp- gotta run it from the battery.Fused preferably.

Here is the wiring diagram for your civic. If that White/Blue wire only tests 12v with ignition, then there is a blown fuse, most likely under the hood. Check all fuses. Good luck, it's a piece of cake.

Radio 12v constant white/blue + radio harness
Radio Ground black - radio harness
Radio Ignition yellow/red + radio harness
Radio Illumination red/black + radio harness
Factory Amp Turn-on N/A
Power Antenna N/A
LF Speaker +/- blue/green - gray/black +,- radio harness
RF Speaker +/- red/green - brown/black +,- radio harness
LR Speaker +/- blue/yellow - gray/white +,- radio harness
RR Speaker +/- red/yellow - brown/white +,- radio harness

I found a constant voltage however it only rated 3.8 volts. Wiring from the battary tonight to it
