I took off my bumper today to do a conversion and I discovered this "piston" like thing under the bumper cover/support:

got the same thing, probably to help sustain frontal impacts, wouldn't take it off for safety measures...

 

It is a shock absorber alright... although I don't see how it absorbs shock... maybe impact resonance or something to that extent... regardless, it's about 7lbs of dead weight, so it has since been removed...
