k so i have a loose wire coming from my vtec solenoid is a single green wire attached to a clip anyone know what this is and what should i do with it

also i just swapped this motor in and it wont start i try to start it and it will turn but not start i check the spark plugs and they are covered in gas? n e one have a solution to this problem
