Default Can't shake this final code..........

I have a b16 swap into in 89 civic DX and there is only one code standing between me and glorious vtec. I'm throwing a 14 which I believe is the iacv, I have triede switching some plugs out because I hear the most common reason to throw an iacv code is that the plugs may be in the wrong place but I've tried and still no dice any suggestions?

get a new IACV maybe?

take it off, get two wires and attach it to a 9v battery, if it clicks then the valve is fine. next is to check resistance as per the manual (go get that and start checking).

I bet its a broken wire though, so check that too.
