Have you made sure the speedo cable isn't broken and is connected at the transmission and the speedo head? If so, you can swap just the speedo if it is by the same manufacturer. It should be stamped NS or ND on the back. By swapping speedo only you will not have to change the wiring to the cluster.

i did check to make sure it was pluged into the speedo. and it is, i am not fully sure where it gets pluged into the trany. and im not sure how to check if it is broken or not. and without looking at the back of the speedo. i can tell there not the same ones, they look different.

The speeedo cable comes out of the firewall and into the transmission to the right of the rear tranny mount, as you face the car. Locate the cable and try to push it down into the transmission, that might be the problem.
As far as your clusters go, 88-89 has a flatter top edge. If you swap it into a 90-91 car, you will have to also change the housing and do some rewiring. hopefully the cable just came out of the transmission.
