Do you turn them on when your at a stop or moving?

if you turn them on when your stopped and they dim out then its just that your alternator isnt moving fast enough yet because your just idling

When your in motion your alt moves with the same speed as your motor

It all sounds normal to me. I really cant understand some of your post due to horrible grammar though. All HIDs take time to charge when they are first turned on. Mine do this, and the ballasts make a buzzing sound when they are charging too.

That is exactly what mine do. I think you are fine,
I can understand your concern though. You spent a lot of money on them and want them to work perfect.
