Default Speed Limiter

Okay ive searched this site to make sure i wasnt doing a repost, and even though ive searched, it probably has still been asked. How do i remove the speed/rev limiter on my '94 Manual Accord LX. In fifth gear as i aproach 4500 RPM it cuts the fuel and doesnt allow me to go any faster than 118. Which is plenty fast, but its annoying to me because i cant go any faster. All i want t oknow is if it is a mechanical or an electrical limiter, and what i would have to do to remove it. Thanks.

speed governor. change ecu. you have no business driving that fast on public roads.. even in texass.

Thats what i wanted to know. So a hondata ecu would work to eliminate that. Thanks. BTW you have business to tell me what to do, even in North Cal. If I wanted your lip i would have jiggled my zipper.
