My steering wheel won't stay locked?

The column was recently taken apart and everything. Now the wheel you can move it up and down. The little adjuster arm thing locks but then it gets loose eventually then falls down after turning and stuff since the wheel doesn't hold still. I always have to put it back up to partly lock the wheel but still moves up. I think it's because a bolt isn't tight enough? I couldn't find which bolts would affect this though? Anyone have suggestions?
are you talking about turning the wheel all the way to the right/left and locking it?

well there are 3 bolts that hold in your steering wheel assembly. one of these have probably recessed this happened to my car once the acura dealership fixed it for free.
