Put a huge resistor inline with the horn. You'd have to experiment with the values to see what's the lowest one with which the horn works. I can't think of anything else.

Resistor on the horn output will not work as it drives a relay. It would have to be inline with the horn after the relay.

That would work as well. But the original poster wanted to know how to "lower the horn volume" and was not looking for quieter alternatives.

I think he meant lower the horn volume when he arms and disarms the alarm, not all the time, kind of pointless if it can't be heard when the alarm goes off.
