Default how to plug top (IACV) hole in TB, idle fixed.....???

Ive read all over the site and so far found that if u cover either one of the holes inside of the tb, that hole is the one causing the problem.

well, i can cover both holes, the motor will stall.

plug the bottom, FITV, hole and it idles a little high at around 1100-1200.

plug the top, IACV, idle goes back to normal.

can somebody tell me step by step what to do before i go do everything all over again and have to take it apart again just to get the same result?

Ive been whoring like mad on here to fix this...gotten new fitv and iacv's, replaced PCV valve, went over all the lines double checked for leaks, re-tightened the IM gasket, let the motor warm up completely before messing with anything, umm, drained, refilled coolant, AFTER replacing thermostat and radiator with aluminum one twice as thick, tried bypassing the IACV and FITV, both at the same time, and each separately, ECU is fine, only CEL i get is when the iacv is unplugged to check for leaks. even changed the tb gasket with oem honda one.

so can someone tell me please the way i can get my car to idle like this all the time. if someone tells me to put duct tape over the hole and leave it, id try it.
