no need to remove the tail lights.
__ First remove the screws that are just inside the fenders.
__ Then look under the plastic covers underneath the bumper on either side for two 12mm bolts. Undo those.
__ Then put something under the bumper to support it
__ Then open the hatch and remove the plastic pieces that cover the tail-light bulbs, and this will give you the access you need to remove the large middle plastic trim in the hatch.
__ With that out of the way, you can slip a socket under the two side peices and remove the two 12mm bolts from there.
__ The bumper will now only be held up by your props, a few clips near the fenders, and (be careful!) the wiring for the license plate light bulbs.
Hope that makes sense! If your bumper has been mashed in a little from an impact on one side, you can put washers in the right places to straighten it out to a near-perfect fit.

I have never removed the tail lights on my 91 crx, so I dont know what is in there, but I've had the bumper off at least 4 times using the helms manual.
Look about 4" forward from the stock exhaust cutout notch on the rear bumper. You'll see the spot where the bumper meets the chassis, and there is a plastic cover held on there by plastic rivets. That covers a brass grade-8 12mm bolt, and there is one like it on the opposite side. Those are the outside bolts. The ones inside the hatch are just like them, only a few inches inboard, and accessible from the insde.
The bolts I'm talking about are not picture in majestic diagram above. I can only assume they are listed elsewhere, but it is pretty easy to find them.
