That is always false
An OBD0 harness will not plug into an OBD1 ECU

I don't see how that would work seeing how your ef is obd-0 and your da is obd-1. Although I have heard you can use your stock wiring harness to put an obd-0 LS motor in an ef.
Your engine wiring harness will fit on the LS motor fine. It might be a bit tight in spots, but works perfectly. If you map sensor is on the throttle body on the LS motor (probably not), you will have to extend your map sensor wire.
For the computer, you can either use the (OBD1) 92LS ecu and distributor, and purchase a jumper harness for the ecu and distributor. (You can also repin the distributor plugs instead of purchasing a harness for that).
Alternativly, you can purchase an 90-91 OBD-0 ecu and distributor, in which case everything will plug right into your car. (or get your stock si ecu chipped with LS maps instead of buying the LS ecu).

He's refering to an LS, not a DOHC ZC. His problem is the OBD1 to OBD0 conversion which rioninja pretty much summed up the answer in a nutshell
