Searched the forum and found alot of thread covering offset and clearance of spoon calipers. What i am wondering is if the a set of 15 x 6.5, +35 offset wheels, will they clear the OEM front brakes? Also, will there be rubbing issues? Car is lowered on BC racing spec dampers.
And assuming that +35 does not have any issues, +39 will clear as well? Thanks.

Yes.

It's going to depend on how low and what your spring rates are. I am using 15x7 +38 wheels on the track, and with 225-45-15 Toyos, it's right at the maximum it should be. Offset any more and it'd be outside the fender wells.
My spring rates are 14K/16K, and they do not rub.

But 15x7 is a wider wheel than 15x6.5. If you are not rubbing, perhaps it "MIGHT" be safe? I am running stock springs of 12k/f, 8k/r. Car is not lowered but not drastic. At least, there is no tuck and you can slide a finger between the tire and fender.

maybe a totally exhausted question, but why not go for 15x7 wheels?
you'll get the benefit of wider wheel for improved grip and still be under the stock wheel weight for unsprung weight benefit.
