Default bubbled tire on treading?

Hey! I just bought a used rim for my motorcycle, however the tire that came on it has a wierd bubbling on the treading of the tire. It is almost as if every other bead (grove) was bubbled. The guy said that the tire was sitting for about 8 months, and when he look on it, he saw the bubbling on the treading.

The tires are Michelin Macadam 90 X 120/70ZR17. It is the front tire. Has anyone ever experienced this before?

It happens to tires that are abused/old. Get a new tire.

Or improperly balanced...make sure when getting new tire put on wheel is balanced.
