What causes a valve cover's paint to chip
I've seen a couple of engines and the paint on the valve cover is wearing or it looks like it's flaking away. Is this a sign of poor engine treatment?

No, it's a sign of an old engine that was never cleaned.
The valve cover paint just tends to flake off after several years. Just about anyone who has owned a Honda with a factory wrinkle-finish valve cover can attest to this.
These engines aren't brand new. The newest B18Cs are 5 years old now.
