Default Running like CRAP!!!! HELP ME!!!!!

I did a b16a swap into my 90 crx dx and it was running really rich, so I figured out that the timing was way off so I took the timing belt off and fixed the timing and now when I start my car and rev it up it wont rev past like 3000 rpm and its idleing really bad and I cant drive it at all. Its my only car and I need to get it going. Does anybody have any ideas what could be wrong? I'm running a chipped PR3 ecu and I have a virgin PW0 ecu they both do it. I'm throwing a code 9 but would that really cause the engine to be doing this?

Recheck your timing, it sounds like it is off.

code 9 is for the number 1 cylinder position (timing related). If the timing is ok it could be the distributor.
