Default Whine/Whistle/Squeal From intake manifold need help NOW! Please!

alright guys, i just rewired an h22 swap for a friend...Now when i start it up there is this loud *** squeal from the intake manifold. The only code its throwing is IAT, there is a crap load of fuel and oil on cylinder 4 spark plug. I just did a compression check and they came out cyl 4-280, cyl 3-270, cyl 2-270, cyl 1-270.
Im out here on my laptop banging my head because of this. So please help.

NVM found the problem...He only had 3 throttle body bolts and only 2 were tight, so when i tightened up the third one the corner of the throttle body would whistle where the air was leaking.
