Just purchased a 94 GSr and wanted to modify the basics...Wanted some feedback of which to go first....1.)Fuel (fuel rail and fuel injectors) 2.) Distributor rotor, cap, grounding wires, spark plugs 3.) Complete a compression and leakdown test on the car 4.) Purchase the Hondata s200 or the Apex'i VAFC controller? HELP...
What do you have done to the car so far? We need more information before we can properly help guide you in the right direction.
If you are stock, then;
1. No
2. Wouldn't hurt to do so, especially if the car hasn't been taken care of or needs to have a good servcing done.
3. Again, wouldn't hurt to do, will help determine your motor condition. Could be combined with number two, since its not much to do and wouldn't hurt to buy the neccessary tools in case of future need.
4. Completly useless if stock.

Is the car in good condition, mechanically? If not, i would just spend money on overhauling it and bring it back to mint condition. Personally, i would only start putting more money into a car that isn't the best condition.
If you already have a good platform to start off with i would suggest going with a good suspension setup, and i don't mean some cheapo setup. Choosing a good setup will depend on your goals and preferences.
But the most important thing to figure out is your goals for your car. I think its just stupid to drop a ton of money into your car and then realize you wanted to take a completly different route. For example getting a few basic bolt-ons, i.e. intake and header then going turbo 8 months later. For the most part its a waste in my opinion. And also don't cheap out on your car, if your going to spend the money, spend it once. You don't want to have to go back later on down the line spending more money replacing something you bought earlier.

Why do you want a new valvetrain? Something wrong with yours? Does your car make more power after 8200 rpm's where you need to increase your redline. This would be a complete waste of money now and you will not notice any difference except for the holes in your pockets for spending money on your valvetrain.
The reason i was saying to spend money on suspension first is becuase it will benefit you in many ways. Better appearance, acceleration, braking, and handling.

Edit - sorry about all these long and numerous posts. Just trying to help you out and prevent you from making a regretable decision.

After a good tune up: Spark plugs, Wires, Distributor rotor/cap, fuel filter change, oil change, transmission fluid change, Valve adjustment, timing belt/water pump
Basics-Intake, header, exhaust, springs/shocks
Next steps after: underdrive pulleys, adj. fuel pressure regulator, Adj. timing sprockets, Clutch/flywheel (if needed), ECU(hondata, aem) or Piggyback (apexi, fields)
After that: Headwork, cams, pistons, supercharger, turbo, etc...

Well I plan to go turbo...and wanted to just modify the first steps...before that I plan to purchase a limited slip....so many choices.
I cannot stress this enough. Figure out the condition of your motor before you start dumping money into mods that may not reach your expectations. If you find that your motor is healthy then start moding it, if not rebuild it before you do anything else. Setup a plan of attack as well for your mods so you don't end of wasting money on mods that you will soon be replaced in favor of other better mods. Research every part you plan on installing and how it corresponds with other parts. I was ignorant and chose the hard way through it.
I see ur new here so all i can say that someone else hasnt said already is to search. There are thousands of threads, almost unending amount of information.
Will you be installing lsd urself? If so, i would go quaife (sp?)...I hear they have lifetime warranty.

go through the service basics first, this is what i do in this order when i buy any car
1. change oil and filter
2. flush radiator and refill
3. put in a bottle of injector cleaner
4. new spark plugs, cap and rotor
5. new air filter (or buy an intake if it has a stock intake)
6. Tming belt replacement
7. check brakes, tranny fluid
then I begin modifcation on the care, basic routine matinence is what will lead to a long happy life for your car

Also I need another question...Once I purchase the distributor cap and rotor, spark plug wires and spark plugs, is it difficult to dissasemble the distributor rotor and cap and replacing it?
If you plan to turbo it later on I wouldnt even worry about intake or header, because you dont need them. You could go ahead and get exaust but make sure it is good for NA while you are waiting on boost and will also be helpful with boost. Wait on the hondata, uberdata, chrome, AEM, or whatever until you are almost done. Then when you tune it will only need to be tuned once like someone stated above. Unless you are modifying your cams and pistons you probably wont need the valve train.
But like Ali said, suspension suspension suspension. And to quote him again, do not go cheap on that or anything for that matter. A good suspension is key. They're are alot of set ups out there that are good. Tien, Omni, ect.
I would reccomend Omni but that is just me and I am partial. I spent under a thousand for a full suspension (coilovers, shocks, struts, upper control arms, LCA's, camber kit).
