Default Motorcyclist riding close to rear bumper

Warning Rant Ahead

I figured this is the place to post it but I have noticed a disturbing trend recently. I will be driving on a road (speed limit 45) and a bike will be riding on my rear bumper. He will refuse to pass me even if it is clear to pass and will just sit on my rear bumper. I feel he is just asking for an accident if I have to stop suddenly or avoid debris in the road not to mention he is in a t shirt-jeans-and gasp no helmet This has happened more than once with the same rider and has happened with other riders as well. Is this a common practice among newer riders or something?? It seems to me that the ones that do it are what look to be newer riders. Sorry for the rant but I am just curious.

Must be a n00b rider. Let them learn the hard way.

Do they pass you (when you wave them by)?

Sure if I slow down and pull closer to the shoulder and wave them on they will pass but still I think it is a dangerous situation to be riding that close. What if I have to stop quickly or avoid something in the road before I am able to wave them by??? I guess I was ranting because I lurk around on this forum and see stories about riders being injured or killed due to other drivers and to see a rider putting him/herself in a situation that could potentially injure or kill themselves just bothered me.

Just let off the gas until he goes by, that's what I do for tailgaters (cages or bikes)

When I'm cruising in the cage, I usually wave the rider by... it's an open palm in line with the movement of the vehicle, move your hand from over the back of your shoulder towards the the front of your shoulder 3-4 times in rapid succession(in the direction you want the rider to pass, and on the side you want the rider to pass). Usually on a bike its the left hand over the left shoulder, but in a car it may be hard to see that close the seat belts and window, so I use the right hand where it is clear down the middle of you car. Unfortunately only about 2 out of 10 riders I see know what I am saying when signaling, and I always get a thumbs up from those pilots
