no it is not the CEL.
it comes on after every 6k miles if it is not reset.

OK one post says there is a button under the dash and another says to hold the Odometer trip button in while turning the key?????????

For your 99 Accord you press the odometer reset button before you turn the key on. Continue holding the button for maybe 20 seconds after turning on the key. The lamp will flash & eventually go out. This is explained in your owner's manual.

JimBlake was right. But it's the reset button on the right side of your instrument cluster, That will remove the maint light. Also don't call it the CEL light, It is actually the MIL in proper auto language. (Malfunction indicator lamp)
