Anyone heard of this coilover before?

Those are there to hold the sleeve in place, so you can adjust the perches. Usually the coilovers come with different plastic or rubber sleeve spacers that go over the shock. You then tighten up the allen screws to anchor the sleeves.

it keeps the perch from spinning down, which isn't likely to happen in the first place on GC's

Those screws have nothing to do with the perches. I don't even see allen screws on the perches(maybe the quality of the pics is too low). These coilovers use two perches tightened against each other to hold the spring at a set height. This is nothing like a Ground Control single perch setup.

my mistake, i didn't think that he would still be intereted in those POS coilovers
