If you want real performance, get a chipped ECU. I've got a chipped P14 (SI) ECU from a 96 for sale. It'll add at least 10hp to an I/H/E motor. Even more with more mods. Asking $120 shipped (it's been chipped and tuned by Jet, which costs almost $300 alone)

I was under the impression that this chip was what allowed the ECU to be tuned. Not those fake "chips" on ebay, but when actually tuning an ECU I thought some sort of chip had to be used to allow the ECU to be programmed

The chip itself it tuned for I/H/E and P&P manifold, so as soon as you plug it in, more power. However, you can take it to a shop that will tune it for your individual car (maybe gain another 1 or 2 hp)

yes, those are 256k or 512k eprom chips that are rewriteable.

even if the chip is preprogrammed for your specific engine it is not programmed for your specific setup if you buy it from someone else. noone has the exact same cam timings, compression checks, and so on. would be good to get one and like has been said get it retuned for your engine. might only be a few clicks off but it makes a diff...
Get the right ecu, get a good tuner who can chip and re-program your ecu with a wideband tune. It makes a hell of a difference. We drove around for like 2 hours while he was programing a p06 for my h22 and the difference is incredible.
