Bolt on Valve Cover (Bought this way)

I am wondering what this bolt is for, it looks like someone snapped it. I got some water on the valve cover and while the car was on it seemed to shoot out an oily residue (from prism type colors on the water droplets.) and air is pushed out of the hole and it smells like gasoline kinda.
Just wondering what it is and what it would be to repair.

You just need a new stud, grommet, and nut.
