It will never be "legal" because the B16b motor does not exist on this side of the pond. You can still pass smog with it though if the smog tech doesn't know his stuff or is willing to look the other way.

can't you BAR, and tell the guy to have the engine checked as a different year? i'd say "go ahead and test this baby for an '96+ GSR. although you are B18C1 and B16B i guess you'd have similar smog #'s, i mean since they don't care about JDM or USDM, as long as you have your USA Evap Emissions system rigged and present (connected but not working, don't matter) you should be cool?

My guess.

Really? Do share this.

From what i understand from the state ref i go to you cant pass the motor as a whole. You could pass, i believe, the block as a replacement (or was it the head) but the whole thing as a whole you cant.

On BAR referee inspections: I go to the state BAR referee 2-3 times a month. This trick may possibly work on other vehicles, but not on Acuras or Hondas. Good try, the refs are so well read, you won't be able to pass one like this on them. Even if you use, a different block, or a different head, they can spot it within seconds. Good luck!
