1993 honda civic LX A/C not coming on

1993 honda civic LX A/C not coming on
AC light is coming in passenger compartment, though compresser is not coming on. I have got 12 volts on my plug going to my A/C compressor clutch relay. What is happening is the clutch is coming on for about .5 seconds and going off for about 5 seconds. I am losing the ground that energizes the coil on the
A/C compressor clutch relay. This comes from my Engine controls system. Can anyone tell me why I am losing the ground from my ECS? Thanks for any input
