my fan comes on all the time even if i'm not running the car hard
it comes on the most when the car is sitting at idle for a while

Thats because when the car is idling there is no air flowing through the radiator thus not cooling the engine.

Iv never witnessed my fan cut in on any of my honda's, i ran my B18c4 with a D15 rad too

Ummm wtf... I'm pretty sure that since honda and every other car company on earth puts one on there from the factory (for the purpose of cooling when the car is not moving).... yes you tard you need it.
