Default paint question

i have a white 6 gen accord and i baby it like its my job. i got it used about a year ago, wax every month, clean every week its great. When you look closely at the paint there are what seems to be water spots all over it ( lol looks like scales. weird) anything that i can use to remove this would be great.
Also theres kind of a dusty oxidation thorughout the entire body and when i rub it comes off as grey and you can see through to a really nice white paint...keep in mind this is very faint but i want it gone
