Default G2 issues

my brothers car has a leak issue. we noticed it after it was raining and we would move the car that water(not coolant) would start pouring from the passenger side under the dash. so i figured the drains on the cowl were plugged or something. so i took the wiper cowl off, then the smaller black piece under that, exposing the hole in the cowl that sucks in air for the defrosters etc... there were some leaves and **** so blew them out with air, then poured water all over the cowl area and the windshield. drains like normal. so i put it all back together. tried the test again with the water. still pulling water in that hole somehow. i also notices that it was suckin the water(and other outside elements) into the vents. i was gettin misted in the face with water from the vents and the occasional leaf would blow out. why is this pulling water in when the drains are doin their job, and why is it pulling it in through the hole in the cowl for the vents? im kinda puzzled, anyone else have something like this happen? i want to avoid the dealer if i can on this one
